Funny, I see them closed on Mondays and I live in California too. At least the place I worked at closed on Mondays. I usually eat at restaurants on the weekend and never had to turn away from a Japanese place because they were closed.
References :
A lot of places are usually closed on Sunday.

1. If the owners/associates are Christian, this is considered the sacred day to praise God, and then rest.

2. Many places would like to be open all the time, but it's not realistic. You still have to have a day off to spend with family, get errands run etc....since Sunday falls during the weekend, its an acceptable day to close.

3. Might also have to do with staffing issues or product/food delivery.

Chick-fil-A is the same way. I went there yesterday, expecting to get their famous Chicken Sandwich, and they were closed :(
